You can use an app called iBlank in Cydia then use "No Icon Shadows - iBlank" through Winterboard.

Basically enable classica, htc desire, then the snow plugin. Set 8 blanks on each screen. Weather will be a B*tch to get working properly just to warn you off the bat.
Been using it all day and have not notice a hit in battery life with the snow falling.

Well, there's no lock info here. The whole thing is a springboard. Watch the video. I can't even figure out how to get the HTC clock thing with my own background.
