Bought a Ryzen 3 1300X Thinkcentre for a Linux environment and Lenovo send me a Ryzen 7 1700 with 16GB DDR4 2666 and a 512GB Samsung 960 Pro NVMe drive. They told me to keep it. Only paid $388! Total score Running Dual Ryzen 7 1700 PCs now.

Your assumption would be correct. Really depends on the chip you're running and at what frequency. Though I should let you know that Noctua long ago began making powder finished aluminum covers for their heatsinks. Comes in white finish, too. Which is great because a lot of cases now have either white or black interiors. Though I'd say NZXT has very good aesthetics.I wish Noctua made their CPU air coolers in black as well. I think that settles it, I’ll be getting Noctua cooler then and a black CPU cooler cover to match my setup!Your assumption would be correct. No problem. The issue I've always had with Noctua is that they're very quiet about what they have. I've tried high end AIO coolers and even a custom hard tube setup, and the upper hand you get on a highly OC'd setup isn't that great if you live in a warmer area during the warm months. Run a Noctua, show it off. You got the biggest baddest heatsink on the market. You won the size war. It simply looks comical in 99% of cases.Thank you so much for the suggestion!
