Private Relay is not working due to system settings...which settings?

I just installed and used the free version of Windscribe for the first time and had to turn off Private Relay to do so.
After I quit Windscribe, I was unable to turn Private Relay on again.
Restarting my Mac did the trick. Upon restart, an alert slid out at the top right of the desktop notifying me that Private Relay was once again active.

I found out that even if you have content restrictions on in screen time, its doing this.. Change content restrictions to unrestricted access, restart and boom: its working again...

I’ve been reporting this to Apple feedback periodically for years…..and they just don’t give a s***. No such problem on iPadOS or iOS.

OMG maybe they finally fixed it, seems to finally be working simultaneously but only tested for ten minutes
