I logged it as a defect when iOS 15 was in beta but as usual they ignore every bug I log. It drives me insane though.I've called Apple this morning , they are not aware of this problem , but I found a couple of other case on Reddit....weird.

It happens on my iPhone whether it's lock screen or "in app", in the exact same mannerYeah this is really f***ing annoying!
Bizarrely it doesn't do it on the slider within the music app when the phone is unlocked. IT's only from the Lock Screen that you the slider doesn't work accurately.

I think we can only hope it will be fixed in iOS 16….It's funny how they fixed it on 15.4 beta 1 and yet it's still broken on 15.4 final release
Try clicking the volume down till it goes to zero and then you should be able to increase the volume normally. It’s a weird bug that’s been happening with my HomePods too but that’s the workaround for me.15.5 RC , problem still there for those interested….
