iPad Pro Problem with annotation?

Yesterday I noticed a problem with annotation on my pictures and drawing in the notes app. It just doesn’t work. I don’t know what is going on because it is the first thing that happened to me. I am gonna show it on the video below. Please someone help me.

Are you trying to annotate with an Apple Pencil?

No, It works perfectly fine with my Pencil. But with my fingers it doesn’t 🙁
