I personally am seeing this with Network Monitor and MQTT Explorer, both without any proxy settings, but have confirmed with Firefox and a local site as well.Yes it is "applicable only to Mail and Safari" per its' descrption but still it would be a good idea to test this. Other thing that comes to mind is network settings inside Firefox (especially part related to proxy setting).
As I don't really access sites on the local network I only tested it to confirm it also heppes with Firefox for me, but my main issue is with MQTT Explorer accessing my local netowork MQTT broker and Network Radar (App Store install).I think this is a Firefox issue, as I get it every now and again. I assume it's the way it interacts with Sequoia.

Just installed today's RC2.
Firefox couldn't connect to local devices (again) until I toggled off/on the relevant access in Privacy settings.

If I open Firefox too quickly after a reboot/restart, the problem occurs. If I give the computer about 20 or 30 seconds to "settle in" after a reboot/restart, then problem doesn't occur. I found the same pretty early on with the issue with 15.1, to wait after a start up/restart, but no this occurrence again with 15.3.1 with MQTT Explorer happened hours after startup, and no even directly after a wake from sleepIf I open Firefox too quickly after a reboot/restart, the problem occurs.
