Do you have "Limit IP address tracking" enabled in network settings?

This should only be applicable to Mail and Safari, as in the description text. It also wound't explain the above described intermittent appearance of this bug, that after every start up/restart it might happen or it might be fine.
 
Yes it is "applicable only to Mail and Safari" per its' descrption but still it would be a good idea to test this. Other thing that comes to mind is network settings inside Firefox (especially part related to proxy setting).

I personally am seeing this with Network Monitor and MQTT Explorer, both without any proxy settings, but have confirmed with Firefox and a local site as well.
 
I really hope this is being addressed in 15.2, as it does become very tedious to have to toggle the Local Network application switches 8 out of 10 days after startup.

Anyone who has seen this possibly on the 15.2 betas with more insight?
 
I think this is a Firefox issue, as I get it every now and again. I assume it's the way it interacts with Sequoia.

My fix (just tried) is to go into the privacy settings mentioned earlier, toggle access OFF, restart Firefox, toggle it back ON, restart Firefox, and then it works.

I've not had this issue for a while but got it a few minuters ago, not long after installing the 15.2 RC. Before today, I got this issue quite regularly on one of the early 15.2 betas (I forget which).

Edit: They should make iOS and MacOS have the same version numbers so DigiH doesn't need to correct me :)

As I don't really access sites on the local network I only tested it to confirm it also heppes with Firefox for me, but my main issue is with MQTT Explorer accessing my local netowork MQTT broker and Network Radar (App Store install).

I don't even need to restart these two applications, only go into System Settings and toggle their switches.

Same problem here and no issues with other browsers. With how often I connect to local sites, this might push me back to Chrome or Edge.

It's pretty intermittent too. Works most of the day and then randomly decides it'll stop working. I already had to change one setting that I thought was the issue (Firefox trying to force HTTPS on local addresses) in my about:config, but now this...

Just tried to toggle that setting people were talking about earlier (it was already on), but after I did that, it started to work.

Just installed today's RC2.

Firefox couldn't connect to local devices (again) until I toggled off/on the relevant access in Privacy settings.

What a bummer!! :(

But quite frankly, I think it has gone for me in 15.1.1 now, with
• I used the 2.5 G Ethernet port of my Dell U4025QW monitor the whole time, getting its Mac mini connection through the TB4 connection
• Having to try something with the Mac mini directly connected to Ethernet, I swapped the cable around and plugged it directly into the mini, not even testing this issue, as it was for other reasons
• Plugging the Ethernet cable back into the Dell's 2,5G port again, things seems to be fine for the last four days

Go figure - but I just hope it won't come back with 15.2 now :p

I'll definite know as I'm using MQTT Explorer on a daily basis.

And as @brewmoney rightly mentioned before

"It's that dreaded worst sort of issue - intermittent."
