It seems that for some reason having hard drives in bays 3 and 4 has significant affect to the PSU Supply 2 temp. The temp is a lot higher if the bays are empty.
The PSU fan blows a part of the air underneath the PSU through the SATA bays (mainly 3 and 4).
So if you install (3.5 inch) drives in these bays , there's more resistance, resulting in less airflow there and more airflow through the PSU compartment.
