I seem to remember a few months ago seeing a thread on how iOS9 will allow developers to implement quick reply (like the stock Messages app) into their own apps.

This actually happened and these app support it (besides stock Messages app):
Messenger (by Facebook) - not working for everyone at the moment.
Telegram
WhatsApp Messenger (as of iOS9.1)
Twitter
Twitterific 5
Tweetbot 4
Skype for iPhone
Skype for iPad
Hangouts (not real quick reply, only press reply button and sends you to the app)
It does seem that iOS9.0 still has a bug with quick reply see also this post regarding a ghost keyboard. Another user said that this would be resolved in iOS9.1 according to Telegram.
