I seem to remember a few months ago seeing a thread on how iOS9 will allow developers to implement quick reply (like the stock Messages app) into their own apps.

You can find some information regarding quick reply here. Here is also an explanation how it works.

This actually happened and these app support it (besides stock Messages app):

Messenger (by Facebook) - not working for everyone at the moment.
Telegram
WhatsApp Messenger (as of iOS9.1)
Twitter
Twitterific 5
Tweetbot 4
Skype for iPhone
Skype for iPad
Hangouts (not real quick reply, only press reply button and sends you to the app)

It does seem that iOS9.0 still has a bug with quick reply see also this post regarding a ghost keyboard. Another user said that this would be resolved in iOS9.1 according to Telegram.

This is a wiki so anyone can edit this topic start.

Telegram just got updated today with quick reply.

No ideas about other chat apps, since I only use that, whatsapp and iMessage.
 
It would be nice if this topic would be updated to a wiki so the start post will get a list of apps that have this quick reply feature build in. Sorry i'm a wiki/list kind of guy.

For now we have (besides stock Messages app):
Telegram
Hangouts (doesn't mention it that they offer it, I haven't tested it yet but Menel confirms it)
Twitter
Twitterific 5

I would love to see support from WhatsApp and Facebook (messenger) soon but probably this will take ages.

Hangouts does not appear to have quick reply, and its most recent update was prior to the release of iOS 9, and no update notes make any mention of this or any other iOS 9-specific functionality. I'm thinking you're talking about the "Reply" button that appears when you swipe a notification. This isn't the same thing, as it just takes you to the app instead of an inline text field.
 
I just had Twitter show up with an update saying it supports quick reply, however, when I pull down on the notification it only gives me two buttons, one of which is 'Reply' and it simply takes me into the app.

As Gordon said, Hangouts is the same way.

Updated to a Wiki - Feel free to edit never done one before!

I noticed the twitter update too.. not got it to work yet! :(
 
I was curious to see an app using the proper implementation, so I created a couple accounts in Telegram just to see how it worked. In Telegram, it does indeed work like it does with Messages, where you have an inline text field. A couple notes:

- In Telegram at least, if you try to quick reply from the lock screen, you have to unlock your phone before the quick reply field appears. This may be a result of Telegram's implementation, or it may be required. Not sure.

- On my phone at least, there appears to be a significant bug where any use of quick reply results in a "ghost keyboard" that appears on all screens (including the lock screen). The only way to remove it is to open an app that uses the keyboard, bring up the "real" keyboard, then the ghost keyboard will finally disappear. I'm curious if anyone else is seeing this behavior. It makes the feature unusable on my phone.

actually telegram said that a better implementation will come in ios 9.1 as there is a bug in iOS 9 which prevents the proper implementation of quick reply

Thanks for the update. I hope they will soon add a full quick reply option.

I just updated the start post with all things discussed in this topic. I haven't tested Twitter or Twitterrific 5 yet. I will keep an eye on it.

Offtopic: Haha. I also have lots of folders (and a few separate apps such as Spark E-mail, WhatsApp, Dropbox, Google Drive, Safari and Week Cal, Photos). I collect apps.

This is so true, you know. :p

At least, I'd not be surprised if it does take WhatsApp a lot of time, again.. Really hate it, because I do use it most often of all my chat applications. In fact, it might even be the most used app on my iPhone. The fact that they take so long to update their app really drives me nuts. xD

That is also why i would like all friends and family to switch to Telegram because they are much quicker with all kind of features. I can also use their app perfectly on my iPad without the use of phone nearby or a desktop/laptop computer like with WhatsApp web.
 
Telegram, Skype and Tweetbot 4 also added Quick Reply. I also added these to the main IOS9 features (slide over/split view, spotlight, 3D Touch) wiki topic here.
 
Skype's quick reply on the lock screen seems to be not as quick as expected. It is passcode protected without the possibility to disable(protection) like stock messages.
 
Will quick reply make it possible to reply from lock screen like on iMessage?
