Is that only in Mojave?
(using iCab? No. iCab can be downloaded for use with any mac system, going back some twenty years. There's 6 different versions on the iCab download page - http://www.icab.de/download.html)

When I go into Finder, and select an (image) article, is there a way from my keyboard to choose File > Open As ??

I assume that you know how to get to the menubar from your keyboard, so:
After selected the image file, drop down the file menu, then down arrow to the Open With, then right arrow to show the selection list for Open With.
Arrow down to the app you want to use, then press enter - and there you are.
If you still need to select the image to zoom it out, I don't know how to do THAT without using a pointing device of some kind. I seldom use JUST the keyboard, and almost always have a favorite mouse available, even on a laptop. Just works easier for me, even if I am completely comfortable with keyboard shortcuts, the mouse is more natural when I need to quickly point at (something), and is my preference, even if I have a trackpad to use. But, I also have a couple of friends that try to avoid touching any pointing device, unless their life is threatened. :cool:

I thought pressing command did that, but that doesn't work. In fact, I tried: fn, control, option, and command separately, but none of them access the menu bar, so what is wrong?

I am often traveling or stuck at a small desk, so I have learned to try and leverage the keyboard whenever possible. That and the trackpad on this older Mac will probably be the reason I throw it out, so I try not to click on it unless necessary!
 
I haven't done much of that for several years, so I had to search for it:
Navigate the menubar from your keyboard: press Control - f2. You will see the Apple icon (top left corner) is selected. Use your left-right arrow keys to go to other menus, then up-down arrows to drop menus, then up-down again to move down into menus, then left-right to get those sub-menus out and up-down some more to get where you want. Are you where you want to be? Press enter to do that selection. Experiment a bit, you'll figure it out (I promise!)

If I could only save one web page as-is for all of 2018, it would probably be the first attached file...

The other attachment show you, @revmacian, exactly what happens when I try to save most modern web pages...

Firefox's screen-shot is for from ideal, but at least I will be able to look back at 2018 and remember just how crazy these times really are!!
