They say anything 10W or higher is fine. 5V/2A ... that covers a pretty broad range of chargers. Just don't worry about specifically getting something that's PD enabled.

Unless you're desperate to keep the port available, I would plug it directly into the mini, especially if it's something that will be attached more-or-less permanently. I plan to do that with my powered USB-A hub, just to keep things simple (and to keep bandwidth available on the UH25's single USB-C connection).Do you guys think it would be OK to daisy chain another powered USB 3.0 hub onto this or would I be better off attaching that hub directly to the Mac Mini?

Might just be that you got a defective unit.I purchase 18w Quick Charger and still same issue..
Only M.2 nvme drive attached in the dock.
Maybe this can be problem with Samsung 970 evo plus?
I don't have another M.2 drive so I can't test it.
But Qwiizlab support test this so I think this product/dock is faulty.
UH25 Pro is maybe different hardware than UH25 MAX?
