I cleared all my apps from the app switcher, then hard rebooted with the 2 finger salute. When it restarted I opened just 1 app - outlook. Then I hit the sleep /wake button to put it to sleep. Woke it up a few minutes later and it was back to the home screen. outlook had been cleared from memory and had to reload. So the reboot thing is not working for me.
 
Ok my safari has been terrible on 13.2 as well especially on iPad OS. It’s always refreshing pages. Apple needs to figure this garbage out.

Seems like every two years we deal with this when they jam new features in iOS it ends up buggy as hell.
 
Well, I'd guess if @Gruber is writing about it on Daring Fireball, Apple is probably aware of the problem (which makes my iPhone 11 somewhat less useable than my ancient iPhone 6) and will hopefully fix it soon.
 
Good lord this is annoying. Safari keeps losing tabs, and even-half filled forms dissapear. You can't even fill out a form that requires switching to another app to complete, for example copying some info from an email.
