I don't understand that response. Are you wondering if iCloud keychain-syncing has created the duplicate tokens? I'd say that's a reasonable idea.

Yes…it's been a while since I tried using iCloud Keychain but when I did I ran into issues and/or factors that caused me to abandon it.
This is the only time I've suspected it as the cause of a problem. In general I'd say it's very handy to have Wi-Fi passwords and whatnot propagated to new devices, and E-mail accounts.
