Yes…it's been a while since I tried using iCloud Keychain but when I did I ran into issues and/or factors that caused me to abandon it.

In general I'd say it's very handy to have Wi-Fi passwords and whatnot propagated to new devices, and E-mail accounts. iCloud has improved quite a bit since its inception.
