Russia in the clock app???

Hello,

I have an iPhone 4 with iOS 7.

When I add Saint Petersburg to my World Clock it still shows the time as GMT + 3 despite Russia going to permanent winter time in 2014.

Is the clock issue simply something that cannot be fixed in iOS 7? Are never iOS displaying the correct time?
