Yeah, that's not for the iPad and there should be an option to retain some elements of the data for logins, etc.
Settings->Safari->Advanced->Website Data. Wait for the list to load. Remove All Website Data button. Leaves browsing history alone and clears out cookies and site storage. You can also just delete individual site data but that is tedious.

Problem there is it’s the cookies I want to keep. I’d like to be able to clear history and cache but keep the cookies.

I’m just the opposite. I like my browsing history in case I need to find something that I read previously but I never want cookies. With Safari’s integration with the keychain and the new 2-factor integration, logging in is usually 5 seconds or less.
