3G Tech has been out for long and there is a standard spec for it, whereas LTE is still relatively new, and there isnt a global standard, so it's making hard for FRAND argument.
Samsung knows about it and waiting to pull a trigger when a new iphone w/ LTE capability announces.
 
Samsung could have the last laugh in its on going dispute with Apple.

According to a report from the Korea Times, Samsung execs plan to sue Apple "immediately" if it ever releases any devices with advanced long-term evolution (LTE) mobile technology.

Samsung holds just over 12 percent of the world's LTE patents, according to data from Thomson-Reuters, while Nokia leads the charge with 18.9 percent. Qualcomm follows with 12.5 percent and Ericsson has 11.6 percent.

Apple already has an LTE device on the market - the iPad 3 - but observers think Samsung could be waiting for the Cupertino company to release an LTE-capable iPhone before making its move.

1. Any LTE related patents would have to be licensed under FRAND terms.
2. Apple bought the Nortel LTE patents and will happily countersue.

Only if they are quoting it. It's just bad manners to steal someone else's content and not give them credit. The OP is simply copying and pasting from other sites with no reference to those sites.
 
Two problems I see with this.

One is FRAND, and the other is patent exhaustion, which gives Apple shelter from patent trolling provided the source of their chips is already properly licensed.
