OK, I put the 6570 card back in and checked and I get the same Graphics/Display info, except that it is "Device ID: 0x6742":

So it looks like the system found the card at least?

The box is exactly the same as what I have, but the card is different.
Mine has a blue fan and the order of ports is different.
It also has a different shape...
 
Now we have some more clarity.

Your 2600XT is dud, rest of your MP seems intact.

Device ID of card you bought isn't present in AMD 6000 drivers.
You need to:
1. add it manually to 6000Controller and X3000 kexts
if it won't work
2. buy the card based on real 6570 chip (device ID 0x6759)

Of course if you want to stay with 6570. You have plenty of cards to choose.

I edited the Info.plist files in the kext dirs as suggested, however Mavericks seems to want them to be signed:

WARNING - Invalid signature -67030 0xFFFFFFFFFFFEFA2A for kext "/System/Library/Extensions/AMDRadeonX3000.kext"
WARNING - Invalid signature -67030 0xFFFFFFFFFFFEFA2A for kext "/System/Library/Extensions/AMD6000Controller.kext"

I tried commands like this:

codesign -dvvv /System/Library/Extensions/AMDRadeonX3000.kext
kextutil -v /System/Library/Extensions/AMDRadeonX3000.kext
kextcache -m Extensions.mkext -z /System/Library/Extensions

which seem to work, but I think the changed files are still not signed correctly.
Is there a way to do that under Mavericks? I haven't tried rebooting yet, but I assume the drivers would not load this way.
 
I think I'll try to exchange the card or resell it. This is getting too complicated...

I don't know how you're doing this, but I didn't have any kext signature problem after editing these kexts in 10.9.4. I use TextWrangler.
