I prefer SBSettings because it offers more features that I need such as application dock, hide icons, etc. I use application dock for apps like Cydia, Settings, etc. That way, I don't have them on the Springboard making it easy for others to access them.
 
If you use Auxo, it has settings built into the multitasking bar which are very nice. But between SBsettings and NCsettings, honestly SB is dated and made for iOS back when a lot of the functionality we have today didn't exist. That's why you swipe the status bar to open it; there wasn't a more elegant and efficient way to do it. Having the settings in the NC is a more modern solution to having the toggles in an easy to access place in today's iOS.
 
I use both because I like nc settings and the way it looks and I use sbsetting because I like having the date my memory status and wifi on the status bar.

FWIW you can have the SBSetting buttons through the NC also.

If it is listed as the top widget in notification center, then nothing can move it down.

need to have the NC set to sort apps manually to lock it in place
