iPad Scaling images ios7

Hi,

I can't set a decent lock screen or home screen as every image I try an used is massive and I can't scale down. Why is this happening, it seems a complete stupidity this happens and you can't can't resize a photo.

On my iPhone I use the AppStore app called Image Size should work for the iPad also..
