No, I don't think so. It's much more severe. The iPad stuttering problem is when you work for like 10-15 minutes and screen starts to stop reacting on finger (sometimes Pencil) touches. You touch and touch the screen and nothing happens (screen itself doesn't get frozen though, the application continues to work and hardware buttons still work fine).

It happens at random moments and can last for 5-10 seconds. Random parts of the screen stop responding in all applications including home screen.

Yeah, that's very different and far more severe.
 
Fortunately my 11” hasn’t exhibited this issue. My wife’s 10.5” started doing it in a minor way after almost 2 years of ownership (shortly after they first came out). Recently had AppleCare+ replace it after she cracked the screen, and so far the replacement is working correctly.

Hoping that’s good news for me, I also have a replacement now available to collect. Picking it up tomorrow morning

Glad to actually see it isn’t just the 11”, maybe it is the software then
 
It’s most likely a bad charger. I would stop using fast charge (usb c pd) to charge your apple items. Once i stopped using my fast chargers and used a reliable charger my iPad stopped studdering/unresponsive touches. Remember not to drop any chargers and baby them

I’ve experienced this issue since last year, I purchased the 2018 12.9 pro model and have since got it replaced 3 times, the issue still persists after doing everything from adjusting settings, deleting apps to setting up as a new iPad. My brother has also purchased the 11 inch pro model and is experiencing these same issues. I believe that this is affecting all 2018 iPad pros and that some people may just not notice it yet..it’s just too much of a coincidence that every single replacement I received had this same issue.
Btw I have never used an Apple Pencil so that’s ruled out.

Update:
I think I may have found a potential fix but not 100% sure yet. What ive done is gone into accessibility and switched off Tap to Wake, restarted the ipad and left Tap to Wake switched off for good. For the last 3 days I have not noticed any touch issues at all, im going to test it for a week and see how that goes.
 
Had decided to buy a 2018 pro, but this issue has stopped me. Last time I bought an iPad was the Pro 2016. I tried three and all had the same screen problem (not this one). Not going through something similar again. Guess I will wait for the 2019-2020 iPad.
 
If your iPad Pro (or other type of iPad) gets excessively hot in one area, Apple has acknowledged this flaw and replaces them:

Every iPad Pro, 2018 iPad and the 2019 Mini I’ve tried or own (just 2018 iPad now) has had this issue before the touch irresponsiveness starts.

In fact, it happened again today after long Twitter session (using website Twitter not the app) and appeared in Procreate.

I have to wait to do anything until early July, but I will probably take my 2018 iPad in and see if I can get a new one.

I just wanted to post this here in case other owners notice this issue before the touch irresponsiveness starts.

Intermittent touchpad issues are annoying. What is the cure?

If it happens only with the touch keyboard then you have a software issue that can be fixed by an update or new iOS and it’s not a hardware problem discussed in this thread. I recommend you going to the Apple Store Genius Bar.

If it happens in every app and not just the keyboard. If your iPad stops reacting to swipes even on the home screen, then welcome to the club :( you’re facing a widespread hardware issue, usually a it’s your touchscreen stopped working on a hardware level, this issue is discussed here. If you’re inside the warranty I highly recommend you exchanging or returning your iPad. Note that if even if you replacing your iPad with Apple the new refurbished replacement may have the same problem.

I have the latest iOS. I have been through Apple tech support and store diagnostics. I have had the iPad Pro replaced. The intermittent touchpad stuttering, lag, and swipe issues have not been resolved. This forum is the last place I checked for a solution. Thanks for the information that the iPad Pro has an unresolvable hardware issue and not to expect the iPad Pro to be a reliably working platform. I guess I am stuck......
 
Well guys I think I have finally found a fix!
After 3 replacement iPad pros over the last 8 months and trying almost everything it turns out that all you need to do is go to Settings>Accessibility then disable Tap to Wake and restart your device.
Since doing this 2 weeks ago I have not noticed a single stutter, everything has been smooth.

I suggest that everybody try this for a week or so and report back on here to let us know how it goes.
