Trying to use the Open App function of Scripting in Shortcuts to open an app on iPad, but getting this error:

The operation couldn't be completed. Can't activate only non-primary apps when there isn't a primary app active

Was the iPad locked during execution?
What happens when you manually start the Shortcut from the Shortcuts.app?

It's working now without error. I had tried different apps and with the lock screen on and off always with the same error. Now it doesn't give the error anymore and opens the specified app at the specified time. I don't know what changed that made it start working, but if I figure it out I'll post here.
