I have looking any used 2019 macbook pro on Ebay, some of them has icloud lock, is this considering a big of deal?

is the icloud lock easy to remove? or I can not use the laptop if the icould lock is not remove?

IC locked. For parts only. Laptop cannot be used at all. Strictly for parts.
I Used it fine for months then reset it and realized the previous owner never removed their account.

there
There has to be more MacBooks on eBay that will fulfill your computing needs.
Once a TimMaCook Pro is locked, it is a brick!

i was reading if someone has a M1 and needs a new logic-mother board, the finger print reader is no more.
do that mean the key won't read any finger print because there is a new board?

Or the other possible story could be that the seller bought the laptop and later on figured out he was cheated and now trying to minimize loses :)

There’s no legitimate reason for it to have a iCloud lock. The previous owner doesn’t need to return it, they could get the person they bought it from to remove it from their account remotely.

I’d be fairly confident to say this laptop is stolen.

OP:

If you buy this, you are going to regret it, and your money will be wasted.
There's not too much more to say, really... except...

If you want a Mac laptop, buy one from a reputable source, such as Apple refurbished.
That way you'll know what you're getting.

Instead of a stolen laptop, which this one is.

It's either stolen or one of many that get abandoned by company IT departments.
This. I love how people always jump to conclusions and automatically assume it's stolen.

If it's anything like my employer's IT department, used laptops never get repurposed. The hard drive gets removed or wiped and the machine is considered surplus to be sold or auctioned off. They really don't care if the employee did the proper protocol to sign out of their Apple ID or not. They may try to track them down and have them disable it; but if they were termed, not so much.

Can you even wipe the drive of a 2019 MBP if it is iCloud locked?
