Every iPad / iPhone has jelly scroll in one orientation. The reason it became a big deal on the mini 6 is that it moved from landscape to portrait mode.
Mini, it might have been out longer but it has a more modern processor, the same RAM and if using a pencil, it’d be harder to lose as there isn’t a cap and there is the magnetic attachment.
WiFi minis are available Apple Refurbished in the UK for £20 less than the 10th gen sells for.
I would go for the 10th generation, it has a front camera in landscape mode, which makes it so much more useful for video chat, what is more and more common in schools. The ipad will be used for 5 to 6 years, so keep that in mind that they will use it for education sooner or later.

I have a 15 year old in high school and a 12 year old in middle school. The pattern I've noticed in both kids is that once they start maturing and getting a social life, their phone becomes where everything happens. Their social schedule, school schedule, entertainment, studying, etc. all happens on that device. They both still use their iPads and/or computers but only if it's for something the iPhone absolutely can't do.
I think especially when you're not in the work force yet, smartphones just do such a good job filling in for everything else, all other devices become peripherals. I'm still not sure there's a device on the market yet (including any current or rumored AR headsets) that can unseat the smartphone as the modern day swiss army knife. It's just too quick and easy to pull a little computer out of your pocket rather than get out an entire computer or even tablet.
