Exactly, I experience similar problem in India. I bought XS mainly for dual sim option but not getting cellular option even after upgrading to 12.1 B4. Apple already announced two carriers AirTel & Jio will be offering eSIM in India so why no option is visible in device?

Other Some carriers can disable the eSim entirely
