I wonder if this adapter is bi directional - ie letting you input two ( thunderbolt 2 to display port cables ) to put out one thunderbolt 3 output for higher resolution ( ie 5K ....)

I highly doubt it, otherwise it would be advertised as such. It seems pretty clear from the product description and specifications this is designed to allow one TB port to drive two displays.
