I would bet that the total of 100W for devices includes not only the ports on the Studio, but also the internal components such as the SD reader, WiFi, SSD, etc. That would explain why you are not likely getting all the power that it seems like you should get.

Further confirmation of these issues across other machines. I too have had exactly the same Thunderbolt 4 problems as Falcon_64. I could go into detail but I'd just be repeating what Falcon_64 has clearly identified.

In my case it was with two Mac Studio Ultras. I purchased the first on August 1st, got a replacement on August 26th, and returned it for a refund less than a week later. So nothing has changed with stocks since Falcon_64 started this in April. The Mac Studio Ultra is still a dud. And, from my experience, no one at Apple is interested in even identifying/acknowledging the issues, let alone fixing them. And, the Geniuses, who can't ignore you, pretend that they have never heard of the issues and insist that it is a one-off probably-user-fault situation. The attitude seems to be... "be happy with the dud product or go away".

I’ve been an exclusive Apple user since my original Apple2 purchased back in 1982, so where I go now (after 40 years), I don’t know, but clearly Apple no longer makes viable options for me.

Not good enough Apple.

I was also experiencing screen flicker (with both Studio Ultras) when connected to my monitor (Samsung 4K TV) via HDMI to Thunderbolt 4 port.

I tried everything I could think of to get rid of the flicker (and everything I could find on forums) and nothing helped. And the usual culprits, the cables, weren't the answer. I tried a lot of quality cables, most certified, including (my extreme overkill attempt of) a UGREEN 8K 2.1 certified cable.
I also tried the 8K 2.1 cable with a quality HyperDrive USB-C to 8K 60Hz / 4K 144Hz HDMI Adapter.

Nothing removed the flicker.

Now I have to wonder if the flicker was related to the same insufficient/unreliable power through the Thunderbolt 4 ports issue? Thoughts?

I found the same issue on my Mac Studio M1 Max. So I'm curious to know if you had any reports by Apple and if this is definitely a specific way the Mac Studio manage the thunderbolt ports.

There isn’t anything new that changed the status. In fact this behaviour also exists on 14” 16” ports, you can’t add the 3rd one without unplugging / re-shuffling the existing 2. This is clearly hardware bound, and is at least across all Apple Silicon Macs, maybe except the Mac Pro? Also I cannot recall if Intel Macs had this issue.

I think so. I myself only have experience with M1 gen Macs with >2 ports (only have M2 mini and 15” Air). But I have seen a number of threads or even outside with M2 Max Studio users reporting the same “issue”. The only one that I assume could be free of this limit is the AS Mac Pro, but then its TB daughter card doesn’t look like it could get enough for all 6 ports if all ports demand >15W.
