Grandfathered in? This has been out since iOS 8 I believe... I don't know how often their terms and conditions change.

Looks like the rules changed in 2017:

Apple appears to relax ban on apps fetching, running extra code – remains aloof as always

Arbitrary exes, no, but friendlier rules for dev tools

www.google.co.uk

The app referenced uses an IL interpreter so is running C# as an interpreted rather than fully compiled language so is allowed by these rules.
