Seems it's not widespread. But is affecting a good portion of T-Mobile/MetroPCS users. According to reddit

With carrier update 25.1 for MetroPCS I now have wifi calling as before but also the option below that was missing. Now my cellular iPad can get calls without being on the same network.
  • Wi-Fi Calling on supported iCloud-connected devices

I can't get it to activate to my iPad. How'd you do it. The page just turns white and doesn't load anything

Verizon just updated to 25.1 too FWIW. Not sure exactly what it is or what it means but...

Interesting, my install of iOS 10.0.1 already came with Verizon 25.1 carrier settings update.

I talked with T-Mobile support and they acknowledged they're seeing a bunch of issues. They claimed they're working with Apple to push fixes in the next 72 hours, basically before the iPhone 7 launch on Friday

Oh thank goodness. MetroPCS support was no help and forwarded me to apple. So when t-mobile pushes it out. MetroPCS should get it too right?

I haven't had a single carrier update since switching to MetroPCS so I honestly had no idea. I figured T-Mobile sent it to metro to edit it. Then send it out

I'm also in LA with 4 bars of LTE and ended up at 16.75, but that seems normal for the Studio City area.

I'm 5min from Studio City. I think your app picked a slow server. I just tried again and the app picked Irvine of all places and still got 54Mbps down. Give that server a try.

Anyone on T-Mobile that has done the carrier update to 25.1, have you been getting no service? I cant get service at all. I can get it, if i reset network settings. Then if i lose service i cant get it back

Did a update on Sprint and it works like a charm.

I just received a T-Mobile carrier update to version 25.2 a few minutes ago so that should hopefully be the fix for the issues on their network.
