Not sure where the 14 days comes from. Legally, a company has 30 days to ship an order before having to get confirmation from the buyer or cancel.
I've bought lots of pre-orders from Apple in the past years. Typically:
1) They do not charge until it ships -- ships means they slap a label on it and notify FedEx for p/u.
2) 90% of the time it ships direct from China. My 3GS was the exception, but I ordered early. People who orders a few days after me did have theirs drop shipped from China.
3) Where it ships from has zero impact on delivery date as Apple puts a "hold till" date on all shipments. The only exception is if it ships from China and there is a customs snafu. A small number will slip through the cracks but for the most part FedEx will not deliver until the release date.
4) All orders ship Express regardless of how you requested and paid for delivery. Requesting & paying for "expedited" shipping will not get you your pre-ordered item any faster than if you opted for the "free" shipping, you'll just be a few bucks poorer. However, if you do make the mistake of paying for shipping Apple will refund your money on request, but then you have waste time on the phone.
