How would I go about making an avatar using PSE 4? I know the limit is 75pix x 75pix, so do I simply find some images resize, and have some fun??? Any special tips / tricks?

Static tars (jpeg) will rarely - if ever - go over the size limit. So yes, just crop, resize and save as jpeg (or gif, depending on what you want).
Animated avatars can be made with eg imageready. Tweaking could be necessary to get it within size spec.

Hmm I find jpegs tend to easily slide over the limit. But I just reduce the quality.
