Turning off safari autofill solved the problem for me
I can now sign on without issue

On campus for me that uses the cisco thing I can log in just
fine with my iPad.
When I click on it a page comes up and I login or if I am in safari it asks me to log in it opens in safari.

But not all cisco networks are set up equal .

My Uni use BlueSocket for wi-fi authentication and I managed to get it to work to begin with then I turned AutoFill on and it stopped working. Turned it off and it working just fine.

It seems it must be a problem with Autofill when accessing Wi-fi login popups.
