Thanks for your input!

I'm updating right right, through iTunes... I figured, I still have two more day to return and get a full refund, so worse case scenario, if iOS 8.3 manages to be even sh*ttier, I can always get a new one with 8.1.3.

It's sucks I can't try 8.2 but what really sucks is that everything Apple manufacture post 2012 is a ridiculous. I basically want my iPad to read books and magazines and I purchase the most expensive ereader on the planet and it sucks! Everything was pretty great with iOS 6 (only have to charge my three year old iPad 4 twice a week!), unfortunately we've no choice but get used to this.

The new iOS is like Windows Vista = why? Why!?

Don't return the iPad because of it's performance on a beta. Even though your iPad 4's battery is doing well, there are a bunch of variables. It's a beta, not a final product. If the device is still getting bad battery when iOS 9 is released to the public later this year, then I'd see Apple about it.

I charged mine fully last night and enabled low power mode. When I got up this morning it had drained to 62%. When I check usage, home and lock screen is at 54%. Crazy

Do you still get this issue on iOS 9.1? I went from 75% to 30% overnight and it says it was the home and lock screen which took up 90% battery, yet only shows 8 minutes of usage.

Was it solved? Because this is horrible?
