Tiger always turns on Bluetooth when logged out

Hey, so I was messing around in Bluetooth and iSync on my phone (turns out basically all I can do is manually send vCards back and forth, stupid Verizon blocking out Bluetooth features and LG not being compatible with iSync…) and I noticed that my parents’ old Tiger iMac always showed up, even though Bluetooth was set to off. It turns out it only respects that setting when I’m logged in, but at the login screen it’s a different story. How do I change that?
