Time Machine Backup Delete

Hello.

I am trying to delete a Time Machine Backup file from the Trash App. The file was originally in an external My passport for Mac drive. Every time I click on the empty trash option, I get an error message regarding the file being in use. Does anyone know how I can resolve this and be able to delete the file?

Is the external HD connected? It needs to be to connected so you can be deleted
Time Machine needs to be turned Off (System Preferences > Time Machine)
