It's Google's OS, and Cyanogen is 100% dependent on Google's R&D and output so they can offer a tweaked version.

There is no separating Google from Android.

AOSP is not actually Googles OS it's a community OS GMS is however Googles. CM can choose to use Googles contributions to AOSP or not there is no requirement. CM is welcome to use AOSP as they choose and add or subtract as they choose.

They've stated they want to remove GMS from AOSP.

Well now; a windows mobile OS based on android kernel, with Microsoft services instead of google's - with the ability to easily push third party apps from playstore to Microsoft store. Certainly seems plausible now ...... Though still unlikely, it's just a lot less unlikely than it was a few hours ago ;)
