can someone tell me if they can unlock iphone 4s locked in mts canada?

I didn't upgrade the firmware. Mine is jailbroken, I installed SAMPrefs and deactivated my phone and connected to iTunes and I get the message.

Officialiphoneunlock scam!

Recently paid £19.99 for a preorder on unlocking a iPhone 4s. Two days later I was informed by officialiphoneunlock.co.uk that the price is now £154.99! When I asked for a refund of my money i was told
..."We can cancel the pre-order but cannot supply a refund as there is cost associated with them that we cannot recoup, this is clearly indicated on the home page of the website, our new management is allowing us to offer as a good will gesture company credits on future unlock requests."

This is extortion! I will seek legal help in this matter

This is nothing new. They've been doing this for years.
 
Don't ever try their services. They are bunch of scammers. They cheated many of innocent guys and stole their money. Few of my friends tried them in past and none of them get their phone unlocked. Keep in mind that they ll never refund.
