13.4 is the latest release so it would of updated to that not 13.3.1. If you have automatic update turned off in settings it may of downloaded the update but it won't install it. I have 12.4.1 installed in my X and have dealt with it for a long time and the iOS 13 update has NEVER installed itself. It has downloaded it at least 40 times but all I have to do is go to iPhone storage and delete the update. If you have auto update turned on, then it will update by itself and install when locked, connected to wifi and charging. Now I'm using the Reddit method of blocking the update using DNScloak and it works perfectly. As far as contacting Apple to have them "generate" a personal signed ipsw, you'll have better luck trying to jailbreak your phone and figure out how to get it back on iOS 12 that wayI ran into this problem today morning realising my phone was suddenly upgraded to 13.3.1!
My battery was on 1% and I put phone to charge.
It should NEVER happen during night, without user consent prior to that! what in situation when I have no latest backup?
I am going to write to Apple support, I know I am out of luck but in such case there should make 12.4.1 signed ipsw generated for me
