Log out of App Store, restart, then log back in.

Unfortunately, even on beta 3, the App Store still isn’t perfect.

Yeah I tried that first, then tried a hard reset and it came back with the black screen connect to iTunes and said I had to do a full restore. So I decided to download the ipsw for iOS 11 beta 3 and tried an update with it, no go, so did a full restore from the ipsw so I could use my iCloud backup from 11.

First time I ever had a crash like that on a beta, but it happens, and going with the ipsw file was much faster then restoring back to 10 then back to 11.
 
Yes, I’m unable to update apps or download new ones. I’ve tried all the fixes suggested online so far and nothing has fixed the issue. It was working fine this morning though and then all of a sudden this afternoon I was unable to update apps or download new ones. Resetting network settings gets the updates to download but then it regreses after a while and I have to reset network settings. One suggestion I found was to reset all settings which is the next thing I’m going to try. I have this issue on both my iPhone 6S Plus and my iPad Air 2.
 
I was suddenly having this issue on my iPad Pro 10.5 running iOS db3. I reset all settings and the problem is solved for now.
 
Guys, I'd recommend checking your free space on your device. I offloaded a hefty chunk of data from my iPhone and most of my apps updated via iTunes sync. Not sure if it was because of that or because I updated to Beta 3, but it's worth looking into.
 
I can't purchase new apps nor download apps that I have previously purchased on my 256GB 10.5" iPad Pro. All I get is a forever spinning icon thing. The same thing happens if I try updating any app. However, if I click "Update all" it works!
I've tried most of the usual stuff lower than a settings reset.

One possible clue...
On beta 2, every time I tried to sign on to iTunes with one account, it would show and use another account. Beta 3 "seemed" to fix that.

App purchases and updates all works fine on my iPhone 6 which also has iOS 11 beta 3.

I got password errors when trying to validate my appstore account, so I went into settings, logged out and signed in again. I did this by clicking on my name/photo right at the top of settings (taking me into the iCloud area) and *not* by scrolling down and using the "iTunes & App Store" option.

I signed out, and then when I signed in again it didn't ask for a password (as I assume it just takes the already authenticated iCloud ID). App Store then worked flawlessly; updates all updated. It took me a few seconds to work out where the "Purchased" section had moved to, so I could download something not already installed as a test. Hint: Click your Apple ID photo top right of the UPDATES screen then click "Purchased".

I also found that there are now two ways to change the iTunes Apple ID and they do NOT do the same thing.
 
I wanted to contribute as I was having this issue as well. PB1 was fine, and this only started happening today (PB2), as far as being unable to update or download new apps. Tried the no-wifi, use cellular fix and it did not work. I also tried logging out and back into the app store - did not work. I then tried another suggestion of general->reset->reset all settings, and it DID fix the issue. Thanks for those posting suggestions.

I'm now experiencing this on my 7+ and 9.1 Pro. I had just restored and did a Reset Settings on the 7+, so I'm not sure what the deal is.
 
This solution "Change DNS network address" work for me:

Follow this steps to get rid of this annoying problem

- First tap on Settings app
- Next, tap on Wi-Fi and then tap on the “i” icon near the Wi-Fi name
- Now, Tap on Configure DNS under DNS section
- Choose manual and then tap on Add Server
- Enter 8.8.8.8 and tap on Save

That's it!
