Unable to install 10.3 on 6s (OTA &iTunes)

I've been trying to install 10.3, but can't get it to work. When trying OTA update, my iPhone gets stuck on 'Verifying update...'. So I tried installing it from iTunes, but checking for updates keeps telling me that 10.2.1 is the latest version of iOS.

I tried:
- Restarting the iPhone
- Removing the update from iPhone
- Freeing up more space (about 5 gigs now)
- Restarting iTunes
- Any combination of the above

Any suggestions on how to get this to work?
