What is there not to get? He turned off notifications but was still getting banners and alerts and was able to see them on lockscreen. If he doesn't want to get any notifications then turn them off simple.

The point is that it is poor design to have four switches to turn off notifications. Nobody is saying that it doesn't work, but it is confusing...especially when the first switch is called "Notification Center On|Off" and occupies the same position in the same menu as the switch that used completely to turn off notifications in previous versions. That switch looks like it ought to turn off all notifications.
