I boot my MP3,1 from a PCIe slot using a Kingston Predator AHCI SSD, without any problems whatsoever.
I boot my 3,1 from two Samsung Evo 850s in a RAID-0 configuration on an Apricorn Velocity Duo PCIe card & have been doing so for years.

just chiming in on RAM. per suggestions from this forums a year+ ago when I was for advice on upgrade my 3,1 you can trying this ebay seller efetcher. i bought from them and have been happy with it. thee highest they go is 4gb sticks (so 4x4gb for $53 if you want to add 16gb and if you're replacing all the sticks, you can go 8x4gb for double that to get to 32gb).
 
I have a 3,1 with the following specs:

Dual 3.0GHz processors
32 GB RAM (667 Mhz)
4 - 480 TB OWC SSDs
1 - 240 TB OWC SSD (boot drive)
ATI 5870 1GB RAM

The only time this machine is stressed is when I use Handbrake to rip DVDs or video. The rest of the time it's just cruising. I have an Apricorn PCI card, but I could never get it to recognize a conventional or SSD drive in the boot sequence. I spent a fair amount of time with Apricorn but they said that it's hit or miss with the 3,1, which I never really felt was an answer.

I'm looking at adding two 30" HD ACDs to the two 23" ACDs I currently have, so I started another thread asking for recommendations on how I might incorporate all four displays. Not sure if there's a card that the 3,1 can handle that will do it or if I need to add a second card.

I love my 3,1 and expect to be running it for a long, long time. I looked at moving to a 4,1 or 5,1 when I bought this one, but the different in price points between the 3,1 and later models at the time just didn't make a lot of fiscal sense to me.

You can upgrade the CPUs but the difference will likely be relatively small, since the options for the (3,1) are fairly limited. The main things I'd do would be to add memory (4 Gb is hardly even a good start) and trade out the HDDs for SSD. You don't have to get fancy with the SSD, pretty much any SATA compatible unit of suitable size will do.

The CPU has nothing to do with the ability to upgrade to a higher operating system.

You can upgrade to Sierra, High Sierra and possibly Mojave with minimal effort and possibly no cost. Look at the various OS version forums and read through the "unsupported Macs" threads in each. For example:

Thank You, for the links. Mojave is installed and running great except one problem, I can't put computer to sleep.
Reset PRAM, disconnected all peripherals, still no luck. Any suggestion?

Probably GPU or usb isn’t allowing sleep.
If you’re handy on the terminal you’ll want to check into “pmset” which can tell you (or help eliminate) what is preventing sleep.
