Should I preemptively install OC now?
IMO, not required.

1) Catalina won't do anything better for video editing with 7970. No point to make the setup more complicated with no benefit.

2) 7970 cannot benefit from OpenCore to get HWAccel.

3) 7970 can be flashed to get native boot screen, don't need OpenCore boot screen.

But if you go for anything between RX460 and Radeon VII, then yes, you better install OpenCore, and get full HWAccel in 10.14.6.

Of course, there if nothing wrong to install it, learn it, and see what it can do (e.g. allow your cMP to install and update Catalina / Big Sur natively). Especially you are looking for a video editing build. Upgrade the GPU allow to use HWAccel should be much better (unless your whole workflow never need to deal with any H264 / HEVC videos).

Alright.... so installed a 256 gig NVME into the RIITOP Pcie card... formatted it, installed Mojave.

I previously booted Mojave on the 2tb HDD, and my Geekbench 4 scores (using 4 to compare to my 2.1) were 3076/13193.... so as you can see, the NVME didn't really do much for single core... but for multi core... I mean.... wow.

Anyway, going to start installing everything on this machine. I purposefully did a clean install, wanted to start fresh, didn't feel like doing the transfer thing.
Oh yeah, checked read/write speeds.... 1244 write, 1404 read. Das fast. Very stoked for a total investment of under $400. This is 60% faster than my 2.1... which honestly I had no complaints about, in terms of speed.

GB CPU benchmark should be irrelevant to storage speed.
