Adobe & Gnarbox have just updated both of their iPad apps to support the iOS Files app!
Lightroom CC has been renamed to Lightroom Classic and Adobe rolled out a new app confusingly called Lightroom CC. It offers editting, syncing via cloud storage. I think this will do what you want it too.

How are things on iPad these days? I’m currently travelling and realising how mikited internet can be when you’re away from home. Importing using the SD card reader seems to still force you into using photos, which in turn will attempt to sync to iCloud - if I’m importing from an SD card I would prefer not to have RAWs in iCloud and would prefer to import through lightroom, and then export iOS versions into iCloud via a publish setup on my computer

While traveling, if I plan to do any RAW editing (Lightroom) I still bring my laptop though I have the 10.5" iPP and Lightroom and Affinity. Just easier and more efficient.

Since I moved from a DSLR to a mirrorless camera, I edit the majority of the RAW files on my 10.5" IPP via Lightroom. A year or so ago, I never would imagine that I would sell my rMBP with Lightroom and Photoshop in favor of editing exclusively on an iPad. But now, I bring my IPP on my travels and I'm able to edit file from my Fujifilm X100F on the road.

With that said, if I still had my DSLR and lenses, I believe I still would edit my RAW files on my rMBP (due to huge file sizes of the DSLR that I owned).
