The only think I'd say is that 'night time' shots are typically better when taken at dusk. This way, everything looks like night , but you'll typically have some remaining blue (or even red/pink) in the sky.
You'll end up with a shot that isn't quite so high contrast - the lights won't be quite so burnt out, and the overall effect is a lot more pleasing.
