He can use any number of media player that supports accessing external files.
I’d pick nPlayer (stopped updating sadly) for that job. VLC should work just fine.

I've used nPlayer like that myself but just ended up putting all my music on the device so I could create and backup playlists.
 
one thing i may have failed to realize is that there are a lot of limitations with external storage on ipad. I was reading that I can’t work off of an external drive for most apps.

Is the only thing you do with an external drive just watch videos and stuff? What workflows support external drives today that really need a lot of storage?
 
I got a 512gb iPad Pro, and I already got over 50% storage taken up by just installing apps. :p
Wow! I also have 512 GB and for one year I managed to consume 222 GB. However I have like 53 GB of photos and videos and 50 GB documents (other movies). At least for me 256 would not be enough.

The question is how you will be using the storage. Are we talking video editing large files from a thunderbolt drive? Watching movies you want to store somewhere? Access documents?

For most things I would not even consider plugging physical devices in. I have my NAS with backups for large files at home like movies and such, for documents, programming files and such I use cloud storage. If I am away I can access my NAS as well if I need to.

well i only use iMovie so far for editing and I just realized I don't think you can actually edit videos off of that. I didn't realize most apps require you to do storage jujitsu
