That's so odd. Set up a 2020 M1 MBA as new, didn't transfer anything over, and it chimes with the lid open but not closed.

You're not alone with this issue. I have a 2018 MBP 15" that has always chimed when plugged into AC power, both with the lid open and closed. This week I sent it to Apple for a keyboard replacement. I just got it back and everything is working as it should except the AC power chime. Now it only chimes when the lid is open. Nothing else has changed except for the new keyboard and battery (since Apple replaces the entire top case when fixing the keyboard, which includes a new battery). This is on Catalina 10.15.7. No change after an SMC reset, either.

After posting this, I recalled that I hadn't tried an NVRAM reset (https://support.apple.com/en-us/HT204063). After resetting NVRAM, the chime is back with the lid closed. I suggest giving that a go on your non-M1 MBA. It's my understanding that there is no NVRAM reset on the M1s.

I just wiped the Intel MBA to get it ready for sale so I probably won't be messing with that one anymore. Just don't get why it's not working in all circumstances with a brand new out of the box M1. I'm going to try the power adapter that it came with to see if it has something to do with the 65W MBP power adapter that I've been using.

I'm talking about the chime I used to get when I plugged my MacBook into power, not the boot up chime. I'm not sure if this went away with Big Sur but I can't find a setting for it anywhere. It's happening to both my M1 and early 2020 MBA.
In my case, after installed the Big Sur 11.1 update, the power chime disappeared on my Macbook Pro 16. Before this update (Big Sur 11.0.1), when I connected the power to the turned off computer, there was a power chime. Now connecting the charger is signaled by a power chime only if the macbook is turned on or in sleep mode.

My new m1 air on 11.0.1 and 11.1 chime when connected to the stock charger with the lid open and with the lid closed.Started with a "fresh" machine, no backups

When is it turned off (not in sleep mode) and you plug in the charger?

My 2019 15" MBP (Intel, obviously) for work stays on my desk docked to my monitors/keyboard/mouse and runs in clamshell mode 99% of the time, but I always unplug it at night so it's not constantly charging. Pre-Big Sur when I would plug it in to start work, I would hear the same power up chime as on my iPhone when it goes on the charger--the little "ding" and then the Macbook would power up and my monitors would come on.After updating to Big Sur, the chime has been replaced by the "new" classic startup sound.

It's similar like in my case. But in Big Sur 11.0.1, I had two sounds - power chime and next system startup sound. Now (Big Sur 11.1) there is only system boot sound. The change came after updating from 11.0.1 to 11.1.
