There are 2 good usecases with transparency mode:

1. is already described: hearing to announces, short talks (not so nice imo)

2. phone-falls: with transparency mode I cannot only hear my own voice but also is the background noise almost cancelled. Without transparency you cannot hear your own voice while talking, that is distracting…

-> Your experiences? I still have to get used to it – think my no. 1 headset still will be AP (normal) or the plug-in EarPods.

Just out of curiosity, why don't you want to upgrade to 13.2?
I don’t want to risk breaking compatibility with certain legacy versions of applications, particularly the MS Office suite and the old NY Times app.

For me there is a third case, I turn it to transparency mode while running to make sure I hear approaching cars.

They should add a slider to increase the volume of transparency mode, that way it it could be used as a hearing aid. (or be lowered to any volume you like)
