As far as I know, you do need to provide full access. iOS asks for permission at the beginning when you install and want to use a keyboard. It’s specifically mentioned there as far as I remember.
Even if that's the case you can disable it in settings as I recall. There are some keyboards that won't really work without full access, and then others that will still work just not have some special features as I recall. It's been a little while since I played with various different ones.

Ah when I tried the google keyboard it did require full access. Not sure now.
