Previously in iOS 9 -I only had Find My iPhone and Share My Location enabled under Privacy > Location Services > System Services.

However with the new iOS 10 Beta I had to also enable Frequent Locations in order for the Show Parked Location to work in Apple Maps.

Are there any other system services that is recommended to be turned on with this new iOS build?

It mostly depends on what features you want to use. Like you discovered, for the parking feature to work it sounds like frequent locations need to be enabled. For WiFi calling that needs to be enabled. For proactive and Siri recommendations the option related to that would need to be enabled. Just depends on the features you need or want to use basically.

I also keep everything turned on. I want to have all the features possible and I also want Apple to have all the info they will gather in order to make iOS a better experience for all.

I personally leave everything enabled because you never know which one of those iOS needs enabled for whatever function.

For example The "Sunset to Sunrise" option in Nightshift will not be there if you turn off "setting time zone".

All of them. There is no need to janitor an iPhone.

Can you post a screenshot of this option? I don't have it even though I have setting time zone turned on

What about things like background app refresh and spotlight search?

You cannot turn Spotlight off, only toggle the results per app. I don't think that this makes a difference. The indexing happens anyway, from my own observations. Turning it off will return the results instantly, which means that the indexes are there and not discarded. This is how Spotlight works on OS X too.

Background app refresh is not an obvious energy consumer. It is supposed to make use of opportunistic background processing and takes into account your usage habits, your network conditions (mobile vs Wi-Fi, good vs bad coverage) as well as the state of your device (active vs sleeping). The idea about it is that it fetches updates smartly, with the added benefit that you will not have to wait as long for the fetch to complete when you actually need it.

Several of the system services under location settings are also used to improve the functionality of your device. For instance, if your device can use GPS to help you establish a connection quicker, that could affect your battery life too. All in all, iOS is well optimised for battery life.

These are turned off for me:

Compass calibration (Who uses the compass?)
Emergency SOS (I get scared)
HomeKit (No smarthome devices)
iAds
Safari & Spotlight Suggestions (Don't use safari, and I find the spotlight suggestions obtrusive (personal preference))

I have everything off under Product Improvement -- Not sure if any of these are useful?

Compass calibration is actually used by maps/navigation apps to show the direction you are heading in (if you select that option).
