I've toyed with this for some time, tablet vs new computer (be it desktop or laptop). One issue is the need for separate programs between the two paradigms. For some things I do on my computer, I would need to purchase 3 additional programs (if they are available) and then determine a common location to store the files.

But for what I do mostly with an iPad, it does well which is email, Facebook and light browsing and of course YouTube.

A file system might be good but that is a double edge sword for the people who are intimidated by such things or are easily confused. I'm file system agnostic having used Linux, Windows (all flavors since 3.0), O/S 2 (remember that) and of course OS X.

A file system will become cluttered unless the user is highly organized and disciplined. How many uses are really into organizing their file space and keeping it clean?

Right now my wife and I are waiting for the iPad Pro 2 announcement... if it comes. Don't care for the big beast and are looking at the 9.7" version because of the camera and other features. By May, if there is no update announced, we will likely have the 9.7" Pro and be just fine.

Microsoft Surface can do EVERYTHING iPad cannot do....

That may be true, but the Surface lacks (for me) the following:

- comparable battery life (middlin' as it is for the Pro 12.9")
- still not the same number/quality of apps in the Windows store compared to Apple

Those are the biggest hurdles...the quality of Apple's display is better also and the touch-enabled functions on the Surface aren't as good either, I think.

The Surface is getting better and hopefully the Surface 5 will close the gap even more...but I'd still give the edge to Apple.

as long as Apple treats the iPad as an extension of the iPhone and continues to keep it as a niche product...the iPad won't ever stand on its own as a viable laptop/PC replacement.

That's my opinion, anyway.

I don't think it needs full file system access but I do think a single shared file repository that apps can access would go a long way to alleviating peoples needs. That way I can have a single copy of a file instead of a copy in each of the sandboxed apps that need to access it. You would need to grant an app access to the shared repository, much like you need to grant photo editing apps access to the camera roll and apps would still remained sandboxed from each other to maintain security.

Also needs more powerful apps. Affinity Photo when it is released will be a huge thing for photo editing but I would love to see a more powerful version of iMovie or perhaps a Final Cut Pro light as iMovie at the moment is still very limited in it's feature list even though it can easily edit 4k material. Simple things like adding text where I want instead of being limited to the included titles which are very restrictive.

Also USB host support so we can attach a USB drive and copy files between that shared file repository.

Yeah, there needs to be some kind of file system - maybe call it a "Docs" app or something. It should be easier to save a word document, PDF, web page, etc down to the iPad storage where it can be access for later use by a variety of apps.
