Yes its an american football thing, I dont know nothing about it either lol
For all of the non-yanks, when you throw an american football your finger tips are meant to be touching the "lace" on the ball, so when you throw the ball your fingertips are the last part of your hand to leave the ball, thus making the ball spin and travel through the air.

With all the other accessories/protection American footballers wear I'm guessing that's a bar of soap in his pocket. To cleanse himself in the unlikely event his skin should make contact with the ground.
